Hey Larry! That is the intended behaviour, yes. Since we're a VoIP service, the way that it handles calls/determining local calls specifically is a lot broader, and so you would always have to input the full 10 digit number.
Message "invalid number" when dialing withing the same area code
I have a permanent number: (209 )407-xxxx. I have the TextNow app on Windows 10 and my Android phone. When I try to call a number in the same (209) area code, I would expect the internal dialing rules to handle the implied 209 area code. Instead I get "invalid number". If I include the area code with the number, it works fine. Is this behaving as designed?
